U.S. announces launch of phase 2 of Gaza peace plan

Gaza City [Gaza], January 15: U.S. President Donald Trump's administration on Wednesday announced the launch of the second phase of the Gaza peace plan, shifting the focus from ceasefire to demilitarization, technocratic governance and reconstruction.
"Today, on behalf of President Trump, we are announcing the launch of Phase Two of the President's 20-Point Plan to End the Gaza Conflict, moving from ceasefire to demilitarization, technocratic governance, and reconstruction," U.S. presidential special envoy Steve Witkoff said on X.
"Phase Two establishes a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG), and begins the full demilitarization and reconstruction of Gaza, primarily the disarmament of all unauthorized personnel," he said.
The announcement reiterated that the U.S. side expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. The envoy warned that failure to comply "will bring serious consequences."
According to Witkoff, Hamas returned all living hostages and the remains of 27 of the 28 deceased hostages to Israel following the ceasefire also mediated by Egypt, Türkiye and Qatar.
The Trump administration in September unveiled a 20-point, three-phase peace plan aimed at ending the Israel-Hamas conflict that broke out in October 2023.
However, during the first phase of the deal, both sides repeatedly accused each other of violations.
