Taiwan warns of false surrender claims in updated civil defence guide

Sep 17, 2025

Taipei [Taiwan], September 17: Taiwan's Defence Ministry on Tuesday issued an updated civil defence handbook, stressing that any claims of government surrender or national defeat in the event of a military invasion are false.
First published in 2022 amid concerns over a potential Chinese invasion and following Russia's assault on Ukraine, the handbook now includes civilians guidance on dealing with enemy encounters and on talking to children about crises and military aggression. Shen Wei-chih, head of the ministry's All-out Defense Mobilization Agency, told a news conference that distinguishing between friendly and enemy troops could be extremely challenging for ordinary people during an invasion.
The new edition, titled "In Case of Crisis: Taiwan's National Public Safety Guide," warns that hostile forces may use false information, deepfakes, or manipulated statements to divide the public and undermine national defence. (DPA)
